As a leader with a long history of supporting student mobility and transfer in Canada, ACAT recognizes that learner pathways and mobility success involves developing and supporting pathways into, within, and between jurisdictions. Led by its operational lead, the ACAT Secretariat, ACAT is an active member of PCCAT, working with our counterparts in other jurisdictions to develop clear goals for interprovincial student mobility and transfer, and to support and promote seamless transfer and mobility throughout the country.
Student Mobility MoUs Through PCCAT
These Memoranda of Understanding (MoUs) build on ACAT's existing partnerships with its provincial student mobility counterparts, with a goal of enhancing and supporting admissions and transfer opportunities for learners.
PCCAT 2017 MoU
In June 2017, ACAT signed an expanded MoU with its counterparts in 6 other provinces:
- Alberta Council on Admissions and Transfer (ACAT)
- British Columbia Council on Admissions and Transfer (BCCAT)
- Campus Manitoba (CMB)
- Council on Articulations and Transfer of New Brunswick (CATNB)
- Council on Admission and Transfer for Nova Scotia (CATNS)
- Ontario Council on Articulation and Transfer (ONCAT)
- Saskatchewan Transfer Credit and Learner Pathways Council (STCLPC)
The MoU strengthens the commitment of these provincial councils to supporting the development of an effective and efficient credit transfer system that spans the entire country, expanding opportunities for students nationwide.

2014 Student Mobility MoU
In 2014, ACAT signed a Memorandum of Understanding (MoU) with:
- British Columbia Council on Admissions and Transfer (BCCAT)
- New Brunswick Council on Articulations and Transfer (NBCAT)
- Ontario Council on Articulation and Transfer (ONCAT)
The MoU formalized our agreement to collaborate on new ways of ensuring learners can access effective and efficient credit transfer systems in these 4 provinces. The provinces will work together in a number of ways, including through:
- Consultation and exchange of transfer system information
- Collaborative projects and initiatives that further student mobility
- Enhancing information channels for students
- Helping institutions build new learner pathways
- Engaging in research and knowledge gathering to develop comprehensive and transparent pan-Canadian credit transfer and learner mobility processes

Inter-Provincial Transfer Credit Forum (2015)
This forum, the first in Canada, brought approximately 100 educational professionals together to discuss issues related to pan-Canadian credit mobility. Participants had extensive experience in navigating the complex landscape of inter-institutional, inter-sector and inter-provincial credit transfer and recognition – and volunteered their time to attend.
